Can somebody please explain 99th percentile hosting for me?

I've been getting overage from my host for almost every month now, and they charge $25 per mbit overage, and i'm that 99th percentile thing.

I'm currently hitting about 16mbps right now on a 12mbps allowed server.

Please explain, normally I'm using about 10 on that server but lately been getting TONS of google so it's a lot higher

Are you referring to 95% Percentile Billing?
