There are other places that accept foreigners but I have found that many places stop accepting foreigners because of their behavior. And you can be sure that these places have a tight network - so if one place stops serving foreigners it turns into a domino effect. So do the rest of us who understand Japanese language and manners a favor and don't even try.

Instead of bothering with the fuuzoku I recommend just straight nampa. It's really easy to pick up chicks on the street being a foreigner. Just pretend to be lost, have some cute chick show you around then ask for her number or offer a "thank you" lunch/dinner and take it from there.
